60 years of Europe, and not just one future for Europe, but five potential scenarios – this is what Commission President Juncker proposes to the Heads of State ahead of this month’s celebrations of the EU’s anniversary. Last month, it looked like there is no vision at all – now there are many, and the titles stick to your head: “carrying on”, “nothing but the single market”, “those who want more do more”, “doing less more efficiently” and “doing much more together”. None of these visions is new, they have all been debated for years – but without any appetite to really change. Yet another frustrated attempt at finding the right focus – or a clever way of forcing the member states’ Heads of Government to unite and finally give Europe a direction that leads out of the current chaos? The “Big 4” (Germany/France/Spain/Italy) have had their own meeting and express a clear preference for a Europe of different speeds – also nothing particularly new. Despite all the questionmarks the whole debate leaves – at least there is debate again, and with the debate, some hope for Europe to re-invent itself. Probably the proper way to celebrate a 60^th birthday: with review, new focus and a somewhat positive outlook into the future, based on all the experience gained.
